In the whole world, the economic competition trends to be the competition of science and technology, more specifically to be the competition in the quantity, quality and speed of scientific and technological achievements transformation, and the competition of the commercialization & industrialization level and the market share of scientific and technological achievements. Scientific and technological achievements transformation is the best way of combining science and technology with economy. All the governments are making efforts to find the best transformation system so as to take the preemptive opportunities in the fierce competition. In the filtration of such systems, the cooperation of industry, university and research institutes stands out and becomes the major system to stimulate the scientific and technological achievements transformation in many countries, which is the common experience of driving science & technology development and economic growth.It is an important way of implementing the Strategy of Developing the Country through Science and Education and helps to accelerate the economic development of our country. We have 10 years' experience of implementing this practice and have worked out an effective cooperation mode of industry, university and research institutes, which, to a great extent, helps to drive the reform and development of government, industry, university and research institutes of our country. But this cooperation mode meets some serious problems in the operation, which cannot be completely solved by the industry, university and research institutes only, due to the restriction of our government systems, the limited capability of the industry, university and research institutes, and the incompletion of market mechanism. The government should take responsibility to build and strengthen the cooperation by system reforms, law perfection, policy support, public service, capital guidance, financing support, market intervention, coordination & surveillance, environment improvement, etc, in order to effectively stimulate the scientific and technological achievements transformation. Our government is quite clear about this and pay attention to study and solve the existing problems. Anyhow, some problems remain unsolved, resulting in the bottleneck of promoting the scientific and technological achievements transformation by improving the cooperation of industry, university and research institutes. Therefore, it is quite important to further analyse the cooperation modes and problems we met to stimulate the scientific and technological achievements transformation and to study the role of government in the whole process.
