It's difficult to sustain economic development through traditional elements under the normal state that economy and innovation is urgently needed.Government,industry,education and research with great innovation is becoming new paradigm of China rely on strong ability of integrating resources and high innovation efficiency.Cooperation between college,institute,government and enterprise can effectively improve the success rate of scientific and technological transformation achievements,and can also promote the combination of science,technology and economic factors.Nowadays,developed countries attach great importance to the combination of government,industry,education and research.Local governments focus on regional industrial development;make full use of the abundant knowledge and human resources;establish the research and development entity,promote innovation ability to keep pace with market demand through measures such as the establishment of characteristic research institutes,incubating enterprise,focus on the frontier of technology and industry.China started late in this respect,but the government and enterprises should pay more attention to transformation of scientific and technological achievements under the situation that rapid economic development and continuous transformation of enterprises.There are problems in the present transformation of scientific and technological achievements,including theoretical proposal,participation of various elements in the process and final transformation of achievements.The first of this article summarizes the historical process and current situation of college-government integration development and its characteristics and successfulexperience,take Silicon Valley,Agency for Industrial Science and Technology and The fraunhofer federation of Germany as typical college-government cooperation platform in developed countries.The crucial part takes China Q College as example,sorts out the organization structure and operation mode of the research institute,analyzes the development status from the perspective of sharing,motivation and network relationship in social network theory,points out the deficiencies in the talent team construction,research funding and management system and puts forward improvement suggestions.By summarizing and case studying,this article mainly draws the following conclusions: 1.College-government integration requires the cooperative subject to define the functional orientation;government must strengthen policy guidance with active university cooperation,so it can provide technical and personnel resources for college-government cooperation.2.We should be bold and innovative in building the institutional framework of the institute,should actively promote mixed-ownership development and strategic plan should be made according to the current situation of regional industrial demand.3.The funds needed for the transformation of scientific and technological achievements should give priority to government financial investment and guide multi-party investment and full participate at the same time.4.Establish matching access system with the research institute,explore equity incentive mechanism,and stimulate the enthusiasm of scientific and technological personnel for innovation for talent management.
