Study On The Transfer Of Rural Land Contractual Management Right In Yingde City

Land is the foundation of the people’s livelihood, the foundation of development, China as a developing country, the land issue has been a key issue in the process of agricultural modernization. The reality shows that the healthy and orderly circulation of rural land contract management is effective, not only to optimize the rural land resources, promote the agricultural industrialization, scale development, but also help to accelerate the transfer of rural labor and urban and rural development. Under the background of the rural land collective ownership and household contract responsibility system, how to effectively promote the land transfer, so that the land resources are rationally configured, it is not only related to the farmers’ real benefits, but also has a great influence on the current social and economic development and the construction of a harmonious society. Therefore, this thesis has important theoretical value and practical significance.This paper uses literature research, comparative analysis and questionnaire survey, in-depth analysis of the relevant theory of land contract management and the transfer of rural land contract and management rights in Yingde city. Firstly, it explains the related theory of rural land contract management right transfer; secondly, the general situation, characteristics and practice of rural land transfer in Yingde city were investigated, and the existing problems of rural land contract management right of rural land in Yingde city were analyzed. thirdly, it analyzes the typical cases of rural land transfer in China, sums up the successful experience, and finally puts forward the suggestions to improve the rural land contractual management right of rural land in Yingde.This paper analyzes the problems of the circulation of rural land contractual management right in Yingde, and puts forward the corresponding countermeasures:Firstly, through the improvement of rural land environment and promote the transfer of the right to the contracted management of rural land, including innovative ways to resolve the crushing the land not contiguous, innovative approaches to resolve the problem of weak agricultural infrastructure and promote the right to the contracted management of rural land ownership registration certification work.Secondly, improve the right to the contracted management of rural land transfer guarantee mechanism, including innovation in agriculture and rural areas of financial support, to build a multi-level social security system in rural areas, strengthen the ability training of displaced farmers or farming.Thirdly, to perfect the market mechanism of rural land contract and management right, including the development of new agricultural business entities, the improvement of the existing public service platform to improve the rural land transfer service system, improve the market competitiveness of farmers, and explore the new model of rural land transfer.
