Guarantee agricultural development,solve the problem of’three agriculture problems" is not only a major economic problem,which related to people’s livelihood and national stability, but also a significant political task. Along with the reform and opening-up and the integration of economic and social development of urban and rural, increasing the migrant workers,the appearing like rural hollowing out and agricultural labor force aging problems, restricting the development of agriculture. Allowing and encouraging farmers to circulate the land of contracted management, is an important reform policy of the national exploring to adapt to the land management pattern of the development of modern agriculture. The orderly transferring of the contracted management of rural land, could ensure national food security, realize the agricultural turns to moderate scale, specialization, intensive development, improve the efficiency of agricultural production, promote agricultural and rural economic development, urban and rural planning as a whole and new urbanization construction. At present, although our countries contracted management of rural land circulation has obtained good results, the flow rate is not high, and the circulation scale is small. According to the actual situation about the right to the contracted management of land circulation, we summarize experience, analyze the problems which existing in the current circulation, and suggest some suggestions. The research of promote the development of modern agriculture and safeguard the legitimate rights and interests of farmers is an important issue to the current theoretical circle. There are political, economic, social and cultural factors about the influencing factors of the contracted management of rural land circulation but the political factor is more significance.Under the premise that follow the rules of market economy to push the orderly circulation of the contracted management of rural land, the government from various aspects to carry on the macroeconomic regulation and control, effectively play a promoting orderly circulation to coordinate the political, economic, social and legal factors, flow supporting policies,given the solution of the problem,promote orderly circulation, so as to promote the development of modern agriculture,ensure national food security, maintain the rights and interests of farmers. From the domestic research data, most scholars mainly study from the perspective of economics. In this paper, based on reading a large number of literature and on-the-spot investigation, case and related materials data, and from the political perspective, combined with economics, sociology and law subjects, through it we hope for improving policies and regulations formulation and certain enlightenment significance for the contracted management of rural land circulation. This paper study from the following five parts:First parts, introduction, mainly introduced this article selected topic background, research significance, research ideas, research methods, innovation points and the insufficiency, and then described the domestic and foreign literature related to the contracted management of land circulation, which provided enough support for the research status in certain theoretical.The second parts mainly introduced the policy and significance of our country’s right to the contracted management of rural land circulation process. Our country put forward to land circulation and modern scale management policy is the only way to develop modern agriculture.Under the situation of maintaining the peasant rights and interests and protecting arable land, we explore new management pattern through right to the contracted management of land circulation and the development of large-scale, intensive, modern agriculture. The advantages of contracted management of rural land circulation are the development of modern agriculture to realize national prosperity, increasing the food production to ensure national food security,increasing farmers’income to Guarantee the farmers’ living right,liberating rural labor force to realize the development right of farmers.The third parts mainly introduces the present situation of the right to the contracted management of rural land circulation in our country.
