Reform of pension insurance institutions has become one of the hot topics in today’s society, Shanghai as one of the cities of the pension insurance system reform in 2008 the first batch of pilot units, seven years of the Shanghai municipal government introduced many system initiatives, has made certain achievements, but also in the process of reform met a lot of problems. In this paper, in 2015, the State Council promulgated the decision to reform the endowment insurance system for the organs and institutions of staff, various provinces and cities issued specific reform measures before, the hope can through the study on the reform of endowment insurance in Shanghai and institutions, to further promote the China’s old-age insurance system reform of public institutions, to promote social justice, increase the flow of talent. The purpose and significance of the research in the first part of this paper mainly introduces the research situation, as well as foreign and domestic public servants pension insurance for urban workers track system reform; the second part mainly introduces the related institutions and institutions, the concept of endowment insurance system, occupation pension, and Pareto in this paper applies the theory of social justice, improvement the middle of the road, the theory of the three framework; the third part of Shanghai’s reform measures and the results obtained as an example, the reform of the endowment insurance system of Shanghai implement methods of analysis; the fourth part focuses on the various problems encountered in the process of Shanghai pension reform institutions, and the reasons of career development the unit is mainly the slow reform of policies and regulations are not perfect, financial funds are not fully in place, the lack of relevant experience and occupation annuity not fully play the role of public opinion in 4 aspects led to the conclusion; finally, aiming at the existing problems, put forward to perfect the old-age insurance reform of the top-level design proposal, the transition period set up in advance the cause of reform synchronization the reform of the unit at the same time, and Proposal vigorously promote organs of the civil service pension insurance reform, set up independent institutions, occupational pension management and supervision institutions in terms of occupational pension and suggestions, and to give preferential treatment of occupational pension tax, in order to realize the basic endowment insurance system in China sustainable development, improve people’s well-being, and maintain pension insurance payment of the balance of payments.
