County Land Use Planning To The Implementation Of The Evaluation Method

In the recent years, with the fast development of economy, the inflation of population and the acceleration of urbanization, especially the increasing of the built-up area, the contradiction between the relationships of population and land resources, environmental protection and economic development become more and more sharpen. Under this background, China has initiated the third round of amending the overall land use planning. The ministry of land and resources, P.R.C, clearly calls for the assessment on implementation of Land Use Planning (AILUP) during this general land use planning. The research on AILUP provides significant advice for the next land use planning, also perfect the theory of land use. Facing china's current serious situation of 1 and resource utilization as well as the AILUP, it is urgent to carry out researches on AILUP. But up to now relevant researches have just started in our country, and relevant theories and research methods are still in the exploratory phase, which can not satisfy the need of our country social and economic development. Therefore it is of theoretical and realistic signlficance to carry out studies of this area.Based on the AILUP theory and comprehensive evaluation methods, this paper designed a commonly-used model to AILUP, established the index system and evaluation criterion for AILUP, and explored a quantitative method to the AILUP. In the end, the systematization, quantification and veracity of evaluation results is realized and efficiency of evaluation is improved .So this gave the further analysis of land and prospective planning to provide the convincing basic and increased the persuadation of the program and decision, the objectivity of land planning.Firstly, this paper launched the research on the fundamental problems of the implementation of the comprehensive land use planning, including land utilization overall plan implementation appraisal connotation, basic theory (system theory, national condition national policy theory and land sustainable use theory, land consolidation use theory and so on),characteristic, system constitution, principle, work content and procedure. Secondly, this paper mainly researched on the method of the AILUP, proposed the use analytic hierarchy process to measure the weight, established the implementation evaluating indicator system and the evaluation criteria of the AILUP, used the utility function quality synthetic evaluation law and spatial analysis methods to the AILUP, meantime, probed some topics on which the plan target execution situation analysis, the change of the structure on the utilization and space arrangement, the land utilization as the problem analysis. Lastly, this paper unified in the study area country turn land utilization overall plan implementation situation, carried on the example to use the analytic hierarchy process software to measure the weight, the utility function quality synthetic evaluation law and used spatial analysis methods, provided scientific basis to land planning and management.At present the relative researches on AILUP at home or abroad are insufficient. There were three attempts in this paper:①This paper designed a comprehensive evaluation model to AILUP;②the evaluational comprehensive index system and evaluation criterion of AILUP is established;③spatial analysis method and the AHP software is applied to AILUP. It verified that this paper used the assessment methods are practical and effective, offerd theoretical significance and valuable practices to the current implementation evaluation study.
