| Strategic Environmental Assessment (SEA) of regional plans is one category of SEA and the related researches are carried out primarily. In the SEA, it is urgent to develop a set of indicators to analyze and assess the plans. In this paper, the historical and current researches on SEA are synthesized,especially on its work process and the features of urban developing area. A lot of methods are applied to select the indicators, including the system analysis,theory analysis,frequency statistic,expert consultation,relative analysis etc. The designed indicator system is of scientific,quantitative and applicable. The proposed indicator system is then applied to ZhuangHe City, Liaoning Province for assessing its developing plan. Three scenarios for the future development of ZhuangHe are simulated through System Dynamic models. The simulation results are evaluated with the developed indicator system. It is indicated that the scenario focused on the harmonious development of the whole area will be the most appropriate development choice for ZhuangHe. |
