Tourist industry is one of the greater industries in the world, the annual trade of world tourism has already exceeded 200 billion dollars. On an average, among 15 people, there is one person who is engaged in the travel business. Almost all government take vigorous action to bootstrap their tourist industries. The development of tourist industry can drive the development of interrelated industries , optimize the industrial structure and increase the foreign exchange earnings. That will contribute to the social stability and economic growth. And in recent years, a lot of people prefer the warm-point tourist regions to popular tourist center during May Day and October Day holidays. That shows the coming of rational consume age and many lukewarm tourist cities will see a great hope.Taking Weifang city for instance, this article analyse the necessity of developing tourist industry and the characters of the warm-point tourist regions. Weifang has advantageous geographical position and the transportation there is very convenient, but it is transit location. It has sufficient accommodations facilities but the price is cheap. Tourist industry there has an imbalance developing process during the whole year. The tourist resources are very rich but are separated in the whole city. All the features shows that the warm-point tourist regions have the ability to expand the tourist industry, but they should give a profound analysis in the demand of the tourist market, learn from other city's strong points, then they will gain a large share of the market.This article analyse the tourist resources and market demand of Weifang, put forward the development strategy of expanding eco-tourism, promoting the development of amusement parks, developing the kite market deeply, exploiting visitor source from multiple channels, realizing customization service and joining TIMESHARE network. While developing eco-tourism, we should adopt different ways, such as cultural type,popular science type,living type and nature protection type, according to the different characteristic of the tourist resources. Whilepromoting the development of amusement parks, we can prolong the life cycle of the amusement parks by adopting different pricing strategy, combining with the retail trade, innovating entertainment items. We can exploit the kite market by innovating the kite commodities and developing sales network. We can exploit the tourist sources (such as convention and exhibition market, newly-married market, religion market) and join TIMESHARE network to meet the demand of the sufficient accommodation facilities. We can realize customization service through the individualized , humanized service to improve the service quality. All the stratagems are propitious to the development of the warm-point tourist regions and will promote the development of local economy!...
