In 1980's ,our countryside collective implement land household responsibility system , it had resumed peasant's autonomy so that it had brought about an advance development of rural economy, after 20 years, its defect has appearing constantly, peasant land interests run off in a large amount, peasant's income keep dropping.It become the enormous obstacle to entering the well-off society, influencing the smooth realization of magnificent goal of well-off society in an all-round way of construction that the 16th National Congress put forward directly.After the comparing the four kinds of countryside land systems since 1949, reading and analyzing many kinds of viewpoints about t the countryside land system reform in the academic circles, I think that we will invent a new countryside land systems from the Chinese countryside actual appearance, from safeguarding effectively the farmer'land benefit, then the new land system can obtain farmer's true support, promote realizing the countryside well-off society'goal.Through comparing to the academic circles reform plans about the land system , from the theory basis, the historical basis, the reality basis, I think the compound land system of ownership in society (country) and in the peasant household (farmer) , peasant household family management system in the individual ownership. The new land system can both persiste the socialism public ownership of land, and catere to the farmer to have the land, processing all quarters enthusiasm, ahter provided the essential assistance measure, it can effectively safeguard farmer's land benefit and other benefits, enhance the farme'income, promoteing development of the rural economy society.
