With the progress of society and the rise of knowledge economy, talent capital has already become a key factor in the success of enterprises and institutions. The scientific process and standardization of talent management have already become the prerequisites of modernization and internationalization of enterprises and institutions. As a center, the talent appraising system must be set up at first for structuring a closed management system. The paper will research the foundation and implementation of scientific and technological talent appraising system in enterprises and institutions.The foundation and implementation of scientific and technological talent appraising system in enterprises and institutions depends on the correct theory firstly and the interrelated method secondly. This paper talks about the theory of talent appraisal firstly and forms base of the foundation of scientific and technological talent appraising system. Through the research of interrelated theory, we can find that talent measurement and assessment is the key to found the scientific talent appraising system. Talent measurement and assessment should be carried on with the combinations of quantity and quality, static and dynamic. According to the interrelated theory, this paper probes into the foundation of scientific and technological talent appraising system in enterprises and institutions. As a key content of the whole research, this part builds the scientific and technological talent appraising system in enterprises from the angle of combination theory and practice, including mainly: the formation of appraisal element, establishment of appraisal criterion, determination of weighting, foundation of the mathematics model, offering a support to the organization and implementation of scientific and technological talent appraisal in enterprises and institutions. The concrete operation ofappraisal, which is the implementation of scientific and technological talent appraising system, comes after the establishment of appraisal system. The whole process of talent appraisal can be divided into eight steps: thought mobilizing, examinee's reporting, quantitative appraising, individual conversation, emphasis checking, comprehensive analyzing, result used and information feedback. In the process of the concrete implementation, we should pay attention to the choice of appraisal opportunity, span and method. According to the above-mentioned research, this paper carries on the interrelated summary finally and points out that this research offers leaders a kind of effective management method and then set up a closed management mechanism. On one hand, appraisal can produce guide effect to scientific and technological talents serving for enterprises and institutions. On the other hand, it is a kind of potential driving force to make the latent energy of talent resources developed further.In short, this paper explains the foundation and implementation of scientific and technological talent appraising system in enterprises and institutions, on the base of interrelated talent appraisal theory. It can not only help leaders to dispose talent resources more reasonably, realizing the management realm of "governing by doing nothing", but also help to build one fair and upward environment of "operating oneself, seeking excellent by oneself and pressured by oneself inside enterprises and institutions, stimulating talents to struggle for the organization's goal conscientiously, establishing the substantial base of the realization of goals in enterprises and institutions finally.
