With the deep-leveled extension of economical change and social diversion, our national economy has gained high speed development and the competitions of market has become more and more fierce, then the cultivation of core competing capability becomes the key to keep the advantage when enterprises are confronted with the fierce competitions. The basis of competitions between enterprises is that between talents at all while the basic condition is how to realize the match of person and position. "There is no person who is not capable, and there is only person who doesn't fit the positions", from which we can just know different positions need different right qualified employees and different levels of the same position also need different competencies of the employees. If we want to realize the match of person and position, we must analyze both the positions and the employees.Now there are many researches on position analysis in the fields of HR management, while the research on assessment of competency has just started and still remains on periods of psychological tests but not into practice, which doesn't match the demands of economic development. Based on such conditions, the main content of this article is the construction of competency model which is not only helpful to the realization of the match of person and position, but also a useful tool to guide personal career development plan.
