Green Project Of The Fenghua River Trade Center Hong Kong-based Development Strategy

With China's entry into WTO and the fast development of the national economy in Zhejiang Province, the government of Fenghua City, on the basis of the sustainable development ideal, attaches importance to the utilization of the existing numerous inland waterways, the development of water transportation, the improvement and perfection of the comprehensive traffic network, the environmental protection, and strategic development of river ports. Fenghua is the famous scenery tourist attraction of our country, where the local industrial economy is developed. Fenghua harbour, an important inland river port, lies in the area of city center, and undertakes the task of transferring the land and water goods in Fenghua. For this reason, it is necessary to study how to meet the need of local economy development with applying the ideal of the green engineering into the port construction and management, to serve for the regional economy better on the premise of reducing environment influence as much as possible. This paper studies the development strategy of the centre harbour of Fenghua inland river on the basis of the ideal of the green engineering.This paper firstly introduces the economic development of Fenghua and the current situation of inland river transportation, including harbour resources, port facilities, inland river channels, etc., analyzes the economic development of Fenghua and its neighboring areas, and predicts its throughput of water transport goods, puts forward the necessity of building the centre harbour of inland river in Fenghua and using green engineering construction. The second part explains the intension of the green engineering, discusses the support system of the green engineering from three points of theory, society and technology, points out the main theoretical foundation of the green engineering, which are sustainable development theory, recycle economy theory and systematic science theory, and provides the index system which carries on green engineering evaluation according to the principle of setting up the index. Among them, the method is mainly to adopt the thought of the life cycle, comprehensive level analytic approach and expert consultation, etc. In the index system, based on tenprinciples, six major attribute index have been established. They are basic attribute index, environmental attribute index, resource attribute index, energy attribute index and social attribute index. The third part applies the appraisal system of the green engineering into the evaluation of the center harbour of Fenghua inland water, and obtains the main environmental impacts existed in building and running the centre harbour of Fenghua inland water, on which the corresponding measures are discussed, and puts forward the development strategy of the centre harbour of Fenghua inland water on the basis of green engineering.The application of green engineering into the centre harbour of Fenghua inland river plays an important role on the goal realization to the south modernized ecological city of Ningbo as well as to the port green construction in our country and to ensure the goal realization of national economy sustainable development strategies.
