The Water-supply Corporation of Wuxi is a medium-sized state-owned enterprise. This is a special enterprise due to relationship with people's health. Furthermore, It needs large investment and affords heavy cost during running. Usually it is only one water-supply company in an area, with exclusive and arbitrary. Management level in this company is low and exists something unreasonable, cause by Long-term monopoly. The staff's consciousness of service is not good enough, and bureaucratic style of work is popular. The enterprise is in deficit over a long time due to the government policy. It lost 30 millions RMB in 2003.Recently, national enterprise are carrying out a series of reformation, such as innovation and changing, entering WTO and allowing foreign and nongovernmental capital to intervene public enterprise, which push the corporation in the teeth of the storm. It must innovate drastically, converse ideas and enhance managing level, otherwise it will be difficult to exist and purchased or joint venture. So how to do well customer service and strengthen inner managing is very important for the water-supply corporation of Wuxi.The first chapter of the research introduced the general situation of head office, structure setup and the great questions of managing in the corporation. Consequently, it proved that innovation is essential and imminent.The second chapter analyzed the illogical factors of the existing institution in the corporation from compensation system, enterprise culture and employee's train.In the third chapter, the author thinks that target management should be connected with job duty. He builds performance assessment system, and analysis the suitability of the system.In the fourth chapter, the author suggests to establish water-supply hot line for customers, and to rebuild new processes for a series of customer service item.In the fifth chapter, the author suggests new proposals for ethic buildings, leaders' cultivation and manage innovation.Through analyzing the management of the Water-supply Corporation of Wuxi, the author finds out the illogical factors, and gives an imagine of new reformations to improve the managing standard and the social image. These new measures will edify those municipal enterprises which facing the same difficult positions and they can benefit from those new measures also.
