More than 99% of Chinese business is small and medium size. Moreover, the small and medium size business creates more than 75% of the national employment opportunity and over 60% of the gross value of national industrial out put. After our country joins in the WTO, the law and institution will be in perfect order. But, the market competition is much keener. The circulate necessary funds, the mechanism of competition and the human resource are the keys of the development of the small and medium size business. The most important question is how to attract senior staff officers. In this thesis, a great deal of theory about the human resource is summed up, the experience of some developed countries is used for reference, the contradiction about supply and demand of the senior staff officers in our country's small and medium size business is analyzed by questionnaire investigation, and, the relevant suggestions are pointed out. This thesis consists of four chapters. The content of each chapter is listed below. The chapter one defines some basic concepts (the small and medium size business, the senior staff officers, and so on) and discusses the important practical of this investigation. The chapter two describes the theory about turnover and demand of the qualified personnel. The factors that influence the senior staff officers to join the small and medium size business are analyzed. And, the relevant hypotheses are pointed out. The chapter three mainly proofs our basic hypotheses through statistical analysis and discusses some interrelated questions. The chapter four introduces some advanced experience about human resource management. and gives some opinions and advice for policy making in the field of contradiction about supply and demand of senior staff officers in our country's small and medium size business.
