High & New technology's industrial cluster is a modern spacial organized form of high & new technology businesses. At present, there are some successful cases of high & new technology industrial cluster's development in our nation or other nations. This article analyzes our nation's and other nations' high & new technology industrial cluster's development phenomenon and compares them, then analyzes the forming mechanism, external factors and reflections of high & new technology industrial cluster's competitive advantages. In our nation, high & new technology gardens' industrial cluster gains some good results, but these results aren't very ideal. This paper is to put forward theory's frame and policies support for our industrial cluster's development.The west economics, industrial organization theory, game theory and so on have been used in this paper. Analyze and discuss the industrial cluster's competitive dominant position in high & new region by using compared analysis method, system analysis method, modal and qualitative analysis method and so on.At last, we can conclude: industrial cluster in high & new region has strong competitive advantages, its forming mechanism is division of labor, collaboration, overflow of knowledge, gain the resource of new ideas and so on. The external factors of forming are as follows: its products or services have longer value chain, the garden have knowledge-orientated region, global market and perfect assistant organization. The competitive advantages have been reflected as: resource, cost, market and expansion. Our nation's high & new technology industrial cluster gains some achievements, but still faces some difficulties, if we want to develop quickly and construct our "guigu", on the side we must realize the government's functions, on the other side we must avoid the error that think the government is dominant in developing high & new technology garden.
