Because of the restrict of various condition, compared with big enterprises, small and medium-sized enterprises lie in inferior position in utilizing the human resources on the whole. If they don't have prominent behavior in protecting, cherishing and respecting talents, they will further increase difficulty when selecting and using talents, so it will either refuse them or can't retain them. The shortage of outstanding talents has already restricted the development of small and medium-sized enterprises seriously. In order to attract and keep a number of inter-disciplinary talents who can control modernized business administration, only proceed with inspiration system, utilize the scientific inspiration system to attract and retain staff, realize their ability really and make the best possible use of their talent. This also is the basic way to excavate enterprise's potentiality and realize enterprise's leap development.This thesis based on the current development situations of human resources in this related small and medium-sized enterprises—HENAN ZHONGXIN.LTD, using the method that the combination of theory analysis and example analyzing, and the combination of systematic ness and emphatic ness, to analysis to the formation basis and current situation of the enterprise inspiration system exhaustively. According to the existing incentive mechanisms in this company, it proposed design plan how to optimize inspiration system and set up a comparatively perfect inspiration system for the ZHONGXIN company, by drawing lessonsfrom the domestic and international advanced enterprise's inspiration system mode, and combining the result of enterprises' investigation and analysis.While the paper solved the encouragement problem that the company is facing, and attempted to supply one thinking and method suitable for drawing lessons ,which makes our country's relevant enterprises realize effective encouragement against staff. In addition, this text first attempted to sum up the concept and characteristics of the related small and medium-sized enterprises, Paid attention to the level and dynamics that are encouraged effectively in concrete inspiration system design, combining enterprise's reality, it also put forward a stock options encourage plan that all company members have an opportunity to participate in and set up the development encourage plan that based on many kinds of promotion passway. The author hoped that it could exert certain reference function to the future relevant inspiration system research.
