The No.5 document 'Power System Reform Plan'issued by State Department in 2002 promoted the starting of power system reform. At present, electric power supply company is the enterprise combining distribution and sale, and when the power market has not entered the phase of retail competition, it is still in the position of monopolization. But it is prevailing trend that the power reform is propelled to the market direction, and the electric power supply will definitely take part in the fair market competition sooner or later. Because the beginning of power reform is late, the management mode of electric power retail in power supply company needs to be improved. The responsibility to right, responsibility to person and assessing exactly achievement evaluation system has not be built yet, and the retail management assessing is indeed still in the state of average-in-all in some companies. Without the efficient management method, the basis management of power supply is still weak, and the retail management is not fine. The paper takes the Fengtai Electric Power Supply Company of Beijing Power as example, and discusses the fractionizing the retail business method from the view of retail achievement management. The paper consists of three parts. The first part includes the problems on the retail achievement management of Fengtai Power Supply Company and analyses of reason. The inner organization, the business of retail system department, and the mode of retail management are presented, and the status of inner retail achievement management and its problem are demonstrated. The second part is the theory basis of achievement management. The relevant concept, theory and evaluation method of achievement management are presented. This part is the theory basis of this paper. The third part includes the new retail achievement management system. The plan of management based on transformer and implementation process are set forth particularly, and the guideline building, the guideline analyze and assessing assessment in retail achievement management system are specified emphatically. The problem that needs to be paid attention to is indicated. This part is the core of this paper.
