The reformation of the scientific research institutions was based on the scientific and technical structural reformation in 1985. A number of scientific research institutions were transferred to and made enterprises by the state-owned institutions in 2000. As an economic subject of management-independent, profit-and-loss self-responsibility, it still follows the management system of the public institution to a certain extent. However, the results of inheriting the existing management hierarchy lie in inevitable problems of leadership management mechanism, insufficient corporation operation mechanism, and inadequate self-motivation system. Though the scientific research institutions have excellent human resource, they are not able to take the advantage of it instead of deserving performance. With joining into World Trade Organization (WTO), the existence of the scientific research institutes will be a serious challenge if we still live on the old management system instead of improving the corporation efficiency by adapting the new management hierarchy.This article focuses on the practical enterprise problem resolving using the applied economic management theories, which adopted inductive and deductive methods and the combination of case study and theory study. There are a few achievements listing as follows. According to the cases collecting and study of the scientific research institution, we analyzed and drew the conclusion of several classical reformations of the scientific research institutions and found out thesolutions corresponding to the reformation of the scientific research institutions. On the aspect of the sequence of time zone, combining the historical reformation and the presence of the Hunan Province Communications Research Institution (HNCRI), we analyzed the inevitable problems resolving methods that include both the modern enterprise hierarchy and modern technology enterprise hierarchy based on the theories of ownership and self-organization system, and motivation and constraints management system. On the aspect of spatial zone, we analyzed the outer and inner atmosphere and designed the blueprint and development policy. In the end, we designed the right solution and implementing program for HNCRI.Nowadays there are large amounts of study about the reformation of state-owned enterprises. However, there are some difference between the scientific research institutions and the state-owned enterprises. The goal of this thesis focuses on the following point. According to the design and implementation for the HNCRI, we would like to give the preferences for the scientific invention and transformation of the scientific research institutions that have the similar characteristics.
