The customers' demands are becoming individual, and the market requirement keeps unceasingly changing. Because of this, the product life cycle is shorter, the company's activity is turning to have "project" characteristics, the "project-oriented company" emerges as the times require. It is such a company that takes project as a main management way. As a result of the project characteristics, such as unique and temporary, resource allocation method of the project-oriented company is mainly focusing on satisfying the current key projects needs, "taking stopgap measures", but pays little attention to other projects and the long term development. As a result, it is a common phenomenon in project-oriented company that the resource allocation efficiency is not satisfying, or the resource conflicts are serious. These may increase the cost of resource allocation, even affect the accomplishment of project object.This thesis studies the resource allocation of project-oriented company from two aspect: the relation of strategic goal and project object;balancing multi-project resource needs. First this thesis introduces the strategic management and resource allocation theories first, makes the relation between resource allocation and strategic goal clear. Then by analyzing the resource characteristic, elaborates the principles and objects of resource allocation of project-oriented company. This thesis summarizes three different kinds of project relations in a project-oriented company: single project management, multi-project management in which those projects has no definite relations or has evidence influence with each other. Though there are differences of the three situations, the resource allocation methods have similarities because of the common characteristics of projects. Programme management is such a useful way for connecting strategic goal with project object. According to the programme management life cycle, this thesis builds a method system including such processes as: defining a strategic goal system, choosing projects, resource analyzing and planning, balancing the resource conflictions of projects, evaluating and closing. Further more, the other two different kinds situation are analyzed, and the resource allocationprocess is brought forward. Finally, the study is summarized and further study aspects are presented. This method balances the resource demands between projects, and coordinates relations between project temporary and the strategic goal long-term characteristic. Besides, it emphasizes accumulation of core resource, promotes the company positively use both internal and external resources, and it provides a meaningful way for general company resource allocation.
