But in the circumstance of international intense competition, the traditional supply chain has began to reveal that it can't meet the need of the dynamic of supply and demand process, the diversity of customers and the ability of responding to the market's shift quickly. Realizing an inexpensive supply chain with high quality is the safeguard that the enterprise can succeed. Through setting up a dynamic alliance among enterprises, it can help to catch the market opportunity, strengthen the anti- risk ability, thus fully use the exterior and internal resources and wins the market competition, namely win the ability of suiting the market' unceasingly changes.In view of this, the paper proposed a new kind of enterprise cooperation pattern --dynamic alliance agile supply chain (VE-ASC). Its connotation is that agile supply chain can construct and adjust quickly according to the formation and the disintegration of the dynamic alliance, thus manifests the dynamic agility, and promoted the dynamic alliance through its management way, thus enhanced the agility of enterprise' dynamic alliance. Its connotation is to be allowed to act according to the dynamic alliance the formation and the disintegration carries on the fast heavy construction and the adjustment, thus manifested has supplied the chain the dynamic agility, and promoted enterprise's dynamic alliance through its management way, thus enhances the enterprise dynamic alliance agility.The construction of VE-ASC is a huge and complex system project. How to construct VE-ASC quickly and effectively is the key of the enterprise' success. On the one hand, the paper studies VE-ASC's realization form the angle of organization, structure and management. On the other hand, the paper studies the realization approach from the technology angle. For the former, based on analyzing the approach of dynamic alliance agile supply chain, the paper constructs the enterprise core ability recognition threedimensional evolution model, and put forward the target system which suit the partner selecting of dynamic alliance agile supply chain. For the latter, based on analyzing the proxy and the work flows technical, put forward supply chain coordination management frame based on the work flow the Agent technology, constructed the work flow system frame which support dynamic alliance agile supply chain and elaborated its essential technology.On the foundation of analyzing IDEF model and the movement pattern of VE-ASC thoroughly, using the IDEF modeling approach to construct the VE-ASC comprehensively, thus can description, analysis and change the construction process fast and effectively. At last, on the theory research foundation, the paper tries to study the construction of the Yunnan flowers and plants industry chain, and analysis the disparity and it's reason between theory and example. The paper merely explores the realization strategy of the dynamic alliance agile supply chain from the angle of construction, other strategies like achievements appraised need to be studied in the later work.
