Family-contract responsibility system which started in 1978, change the agricultural drive mechanism in agricultural production, at the same time cause the farmers change from produced operators to producers. With the corporation system in rural areas turning to no-collectivism, the supply system for public goods loses its foundation and the level of the supply of public goods in countryside gradually falls down. At present, the rural public goods supply should be improved on the supply decision-making mechanism, finance mechanism, management and supervision mechanism. The solution of "Three rural issues" depends on the improvement of the working and living conditions in the rural areas. Most of the production and the consumable have some nature of the public goods or themselves are the public goods. Followed with the further economical development, the situation of our rural public goods supply has been improved, but still very serious when it compared with the growing material culture. For example, our city public goods supply falls behind the public goods supply in many developing nations let alone our rural public goods supply. Furthermore, our public goods supply has a huge gap between town and country. What is worse, farmer even lack of the most basic public goods which related to their survivals directly. The status of rural public goods supply leads to the "Three rural issues" more striking and brings a series of social problems. The essence of rural public goods supply problem is the problem in public goods supply mechanism. We should accept that rural public goods supply mechanism is a continual evolution process. So, development of our national economy, industry returns nurturing to parents, rural urbanization and enhancement of the farmer's culture have created the essential even full conditions for the transformation of rural public goods supply mechanism. On these conditions, we should nail down that the government is the main provider of rural public goods, further enlarge the investment to the rural public goods production, reform the policy-making mechanism in the countryside, push the country tax-fee reformation and strengthen the management and supervision. Through these measures, create a health rural public supply mechanism to meet farmer's needs.
