It is one of the important issues that administrators faces of enterprises how does effectual encouragement researches and develops personnel.Especially high-tech enterprise relying mainly on software development, how to do the encouragement work of researching and developing personnel of key science and technology well, it will be the focal points of work of enterprises to improve working efficiency. Administrator, as the enterprise run by the. local people of the author, in the management practice for many years, have taken many ways to carry on the encouragement which research and develop personnel.The enterprise run by the local people and state-run enterprise, the research unit compares, can take more effective methods to attract talents, encourage talents. Through the association application of various means, adopt different tactics to the research and development personnel of the different levels, so as to have an object in view, the purpose to encourage effectively.The thesis has carried on certain research and analysis to the traditional motivational theory at first, through analyze, and set up, research and develop encouragement model of personnel , combine enterprise's own actual conditions and incentive measure have something to do to analyze finally.It is a long and complicated course to research and develop personnel's encouragement for enterprise; it will bring in constant renewal in with the changes of the times.
