The trend that the present world develops toward urbanization, industrialization, and modernization cannot be reversed. However, the development of cities has brought about a series of problems together with the material and spiritual civilization, and the problems influence both the development of social economy and the ecological environment. Traditional economic system being not suitable for the development of cities under new circumstances, the sustaining power of modern cities has been much emphasized. Ever since the nineties of the last century, sustainable development has been made one of the basic policies, and measures like following scientific principles, developing circulating economy and building a society of resource saving and environmental protection have also been taken. All these have been proved to be of aid to the healthy development of cities.Being the economic and cultural center of the Yangtse River triangle district, Nanjing is one of the important industrial bases in China. But the limited resources and infavorable ecological environment have prevented the city from developing. How should the problems be solved? This paper expects to analyze the practice of promoting the circulation in cities from the perspective of sociology, economics, and ecology. The present circumstances of Nanjing is to be studied on the basis of rich data and careful investigations. Suggestions like helping to change the ideas and behavior of the government, enterprises and the public are discussed.
