And how to do?First, we have combed the industrial cluster theory, and have drawn the conclusion that the industrial cluster theory is the new regional economy theory. Combining the reality of Shandong province and predecessor's research, we divide the industrial cluster into three types: "net work" cluster, "center - satellite factory" cluster and high-tech cluster. The industrial cluster has the low-cost competitive advantage. Because the geographical position approached and the enterprise layout centralized, it is much easier for enterprises to form a highly-specialized and close-coordinate system than separated one. The superiority of social division of labor can make up the flaws that economy of scale have. Accordingly, the production cost, the transaction cost and the public cost can be reduced effectively. The technical study superiority means that the technical innovation and the technical spillover often occur in an industrial cluster: because approaching to each other and the similar culture, the industrial cluster have its unique spatial superiority of the technical spillover and the industrial cluster becomes a very good technical spillover channel. There are more "center - satellite factory "clusters than other kind of clusters in Shandong Province, therefore, "center - satellite factory" cluster is our key analysis object. Through establishing a production function model which contains the technical overflow variable, we prove that under the technical innovation and the study mechanism, the production of the industrial cluster will increase.Compared with the cluster of Guangdong and Zhejiang Province, we discovered the industrial cluster all has the certain disparity in quantity and the output value. Then, we use the SPSS software to carry out the factor analysis to Shandong Province 17 cities 41 trades capital cost of the fixed assets data, discovering the most superiority cluster in the city and appraising the level of industrial cluster according to their scores; we analysis the two typical cluster: Yantai automobile industrial cluster and Heze woodworking industrial cluster, with the methods of description and graph.
