With the coming of knowledge economy and the market competition becoming more and more furious, people realize that human resources is the core strength for enterprises in competition, and the effective Performance Evaluation is the key step. Performance Evaluation is the very important category in developing and managing human resource. Without Performance Evaluation, there will be no scientific and effective human resources management. According to success or failure in Performance Evaluation of enterprises, establishing scientific Performance Evaluation management system is the fundamental way out for overcoming Performance Evaluation malpractice and also is the lifeline of Performance Evaluation. Implementation and improving of performance evaluation is the important guarantee for enterprises to promote themselves and to reach their strategic targets. As a enterprise of dense fund, the realty corporation needs a effective system of performance evaluation.One of the characteristics of realty enterprise is the long chain of enterprise value. It makes many departments in the enterprise and every item of realty is different—all items have their own characteristic. So there are various persons with ability and how to design a system of performance evaluation is the question that the realty enterprise must face. This thesis begins from the situation of Jinan Sunwa Construction Corp. ltd. ,considering the reform of structure and employees, this thesis analysis completely the system of performance evaluation ,remeasure the grades to improve the positivity of employees and form the atmosphere of good-awarding and bad-punishing. The performance evaluation system of any excellent enterprise has three important functions, one is prompting (include salary prompting, opportunity prompting and responsibility prompting ) , the second is communication (include landscape orientation , lengthways , inside and outside communication) ,the third is evaluation to employees. To completely comprehend the three functions' operation of 2003 system of performance evaluation, we make investigation volumes to find the defect and improve the ability of performance evaluation. According to the feedback, resign the system of performance evaluation, all departments of the enterprise adopt the same performance scorecard and key-affair evaluation.
