In the course of anti-poverty especially in tourism eliminating poverty,how to protect the interests of community residents and enable they to participate in the development of the tourism industry in poverty-stricken area and share all sorts of advantages brought in tourism development evade the risk of the tourism eliminating poverty, that is the main problem I make efforts to resolve . So on the basis of research domestic and international theories on anti-poverty and tourism eliminating poverty and the achievement made on anti-poverty by Chinese government , this text points out the problem in them , especially the problem on the community residents participating in the tourism eliminating poverty , as the main target of the anti-poverty. For this reason , this text introduces the argumentation about community participating in anti-poverty of the domestic and international scholars, for example , the strategic mode of community tourism by Murphy. And this text points out the concept frame of the community participating anti-poverty theory and the example case in China, so as to be the theory and practice bases of the community participating in tourism eliminating poverty mode frame and the operation procedures.This text is divided into five chapters ,Chapter One is the relevant theoretical research summary. This chapter defines and explains the relevant concepts, discuss the the meaning and types of poverty in the beginning, and enumerates the classic definition about poverty. The second part has summarized relevant anti-poverty theories, especially the argument about the allocation of anti-poverty resource.
