With the development of financial liberty, finance internationalization and financial information technology application, the organizational transform, whose essence is a transform of management model of commercial bank, is an active measure for commercial bank facing with various management environments. It contains not only the transform of organizational management of commercial bank, but also the reconstruction of core operational flows and outstanding achievement estimation system. It comes down to the transform and adjustability of management stratagem, corporation culture, value concept and so on.In the base of western theory, models and management patterns, this dissertation demonstrates the necessity and feasibility of flat organization of commercial bank, and pointes out its orientation. According to actuality of national commercial banks who apply themselves to operation theory in the process of innovation and development in these years, they lack the research of organizational theory. All of these lead to bureaucratic organization design, redundant and inefficient management structure, lack of market flexibility, lack of supervising and so on. Whereas, the dissertation suggests that the national bank cry for organizational flatten-reform.With regard to the orientation of organizational flatten-reform of state-owned commercial bank, this article suggests that organizational flatten-reform should be based on secondary branch. Through an example of certain secondary branch of state-owned bank, the dissertation analyzes its transformational measures of organizational frame, operation flow, achievement assessment, bestir system, and so on, and gives the evidence of feasibility of this organization transform.
