Currently with our society's having been transferred from an industrial era into a knowledge economy era, the management ideas of banks restricted by the traditional theories must take a change. Compared to the traditional pyramid-shaped organization structure, it tends to generalize the flat-typed management pattern and eventually set up a new organization structure of high efficiency, high benefit and competence and energy, which will serve as the organizational foundation for the sustainable development of state-owned commercial banks. Now the state-owned commercial banks have made much progress in advancing interior improvement and upgrading the competence. However, its corresponding organization structure, customer relations and interior operation mechanism are still in establishment and perfection. It is a complex dynamic systems engineering to establish and perfect the flat-typed operation pattern of state-owned commercial banks. The thesis tries to discuss from three aspects of organization structure, business procedure and performance evaluation.The thesis starts with a background introduction and literature review. Then it introduces the model and features of flat-typed management in commercial banks as well as the structure and flaws of functional administrative level in commercial banks which results in the construction principles. Chapter three introduces the modern flat-typed management model and its reform in commercial banks with two examples from Japan and America. Chapter four comments on the flat-typed management reform of Transportation Bank, Nanjing Branch, by using the Balance Scorecard. Chapter five design the flat-typed management model of state-owned commercial banks based on theories and case studies.The importance of this study is that it analyzes the flaws existing in the traditional function structures and based on the relevant literatures, the theory of designing modern organization structure and the advanced experience of developed countries, it discusses the experienced gained from as well as the problems existing in the practice of implementing flat-typed operation reform of the domestic commercial banks and points out the reasonable countermeasures.The new points of this study are as follows: first, it comments on the real case of the flat organization structure of a state-owned commercial bank with the help of performance evaluation pattern of balance scorecard. It analyzes the existing problems and the effect, which are very practical. Secondly, it suggests the flat-typed operation management pattern of state-owned commercial banks.
