State-owned Commercial Bank Organizational Structure Model Study

Industrial And Commercial Bank of China,Agricultural Bank of China,China Construction Bank, Bank of china are the main state-owned banks in china. As their assents scale, capital strength and market share dominate the whole bank industry in China, their profit ability and operating quality have great effects on the stability of country's financial system and the gradual growth of national economy.During the Third Plenary Session of the 16th CPC Central Committee,the government aimed to reform state-owned commercial banks to be modern financial corporations which have abundent capital, rigid internal controlling system, safe operation, good service and reasonable profits. CCB succefully come into Hong Kong Stock Exchange on Oct.27.2005. BOC has handed in the complementory request of coming into domestic and overseas stockmarkts to State Department. ICBC and ABC are under smoothly reforming process. All above turns out we have gained satisfying outcome on the reform of state-owned commercial banks.Comparing with the commercial banks in westen developed countries, there are still many defects in our state-owned commercial banks, including imperfect operating structure, unflexible system and low efficiency etc. Those defects are the key factors which limit the fast and healthy growing of state-owned commercial banks. So it is necessary to learn advanced managing experience from those foreign commercial banks and establish our own managing structure model based on our banks ' real situation. This paper includes four parts:In the first chapter, it summarizes current situation of organization structure in state-owned commercial banks. The main problems are also analyzed in this part, such as too many administrative levels, unreasonable departments setting, incomplete risk managing system etc.The second chapter discusses the basic theory of organization structure.
