The essay starts with the analysis of the current problem in the state-owed enterprises' incentive system to reveal the problem existing in the incentive system of the Baoan telecommunication branch. It intends to make a further research and exploration on the current performance evaluation system by the use of the basic performance management and performance evaluation theory and the introduction of the present performance management system of the Baoan telecommunication branch in Shenzhen which is being confronted by the double-pressure from the ever intensified regional competition and the escalating self-renovation. It also puts forward some new suggestions to the branch's performance management work which defines the goal of the reform work on the performance management system and states a brand new blueprint concerning the improvement of the current performance management system that is to establish the basic efficiency evaluation system on the base of the PACE modal and to predict the consequence of the implement of the strategy.
