With the further development of economic internationalization and the economic integration of world, the oil field Communication Company of Tarim Basin faces both international and domestic competitions, making the condition of survival and development more severe. Petroleum enterprise itself belongs to technology-intensive industry, the competition between petroleum enterprises has already altered from the competition of controlling the quantity of petroleum resources to the more important competition of acquisition of human resources and technology, therefore, he who grasps first-class human resources and technology and owns a batch of human resource who acquire modern science and technology and market economy knowledge, and is rich in the spirit of creation, will be the victor in market competition. So, the correctness of the strategy for HRM (human resource management) is the key factor deciding the survival and development of the Communication Company of Tarim Basin oil field. Only by gaining the human resources advantage, can "prosper the oil with science and technology" have foundation, and can the realization of transition in the style of economic increase be guaranteed. Only by heightening the level of company's manpower resources development and management, could the advantage of the other factors of production of enterprise be seen and the modern enterprise system should be set up.As the special net enterprises of communication, the oil field Communication Company of Tarim Basin is facing both international and domestic competitions, making the condition of survival and development more severe. The purpose of strategic research of the company's human resources management is to make communication manpower resources management strategy to optimize the structure of human resources of the Communication Company, and at the same time, take reference of the successful experience of national and international enterprises, guarantee the realization of enterprise's sustainable development strategy, through analysis and research on present human resource structure, regulation of staffing and the effect of sustainable development to demand of human resource.
