Compensation management is an important aspect of the system of human resources management. As to enterprises, the goal of paying lies in supporting the system of human resources management and endows the enterprises with competitive power. A well-designed compensation system can enhance an enterprise's ability to buy in and retain the talented persons as well as the efficiency of making use of them so as to promote the competitive power. Meanwhile, it can make a great influence in guiding and driving the staff.Being a wholly-owned subsidiary of China Mobile Communications Corporation, Shandong Mobile Communication Service Company needs urgently to make up a set of management system to support the enterprise strategy for the purpose of adapting the new competitive atmosphere that forms after the main business of Shandong Mobile goes into the market. As a constituent of an enterprise's management system, human resources management is in need of realizing the transformation from the traditional personnel management to the advanced human resources management with the position management as the nucleus, and the innovation in compensation management is just the breakthrough of this transformation. On the basis of making use of advanced management ideas and techniques, drawing on the experiences of successful enterprises and integrating the actual conditions of my own enterprise, the thesis studies and investigates the problem which is being a state-owned enterprise, especially the tertiary industry separated from the main business, how to lay down an efficient compensation system.Making the investigation about the staff's pay satisfaction as the initiation of the schemes of compensation system and through the investigation comprehending 11 aspects about the staff with compensation values, mental orientation as well as recognition about distribution law included, the thesis concludes the disadvantages of the compensation system in force which reveal in eight aspects including the undistinct motivation effect. On the basis of the analyses aimed at the enterprise's inward and outward atmospheres, compensation tactics are devised according to the enterprise's managing strategy, thus causing the effect that position and performance become the main compensable factors.
