How will the Vocational Education & Training Center of the China Petroleum Pipeline Bureau (hereinafter referred to as"CPP") adapt to the changing environment to provide better service for the long development of CPP? How will it carry out the strategy of"relying on HR to better our enterprise"advanced by the China National Petroleum Corporation (hereinafter referred to as"CNPC")? How will it orient itself in the future development and vision program? This paper conducts a careful reflection and empirical analysis of these questions.As the world economic integration becomes increasingly fast, the competition among both companies and countries becomes more and more intense. Trans-regional and cross-border mergers and acquisitions have become a common phenomenon nowadays, and foreign multinational corporations are expanding through their advantages, which brings CPP quite a number of opportunities as well as severe challenges. However, in the final analysis, the focus of competition on the whole is human resources (HR). Based on the development strategy of CPP in the new era, the paper applies relevant theories advocated by Professor Michael Porter, as well as analytical tools such as SWOT matrix and strategic group maps, and analyzes the changing environment, new difficulties and new missions of CPP's Vocational Education & Training Center. It aims at helping CPP's Vocational Education & Training Center to rethink its market position and adjust its development targets in accordance with new needs. In this way, the center will create new sustainable core and distinctive competencies and play its own role in the implementation of the strategy of"relying on HR to better our enterprise"crafted by CNPC.
