It is well known that talents rely on mobility which, in turn, encourages talents. A normal mobility of talents is often believed to promote productive forces while a disorder and blindly mobility of talents often result in negative effect on the enterprises and society. This calls on an establishment of reasonable mechanism for mobility and restraint of talent, enforcement of administrative system and legal construction. The economic development and nation's rejuvenation can not be achieved only if talents can be effectively disposed, their intelligence being given a full play and well paid also.Working from a point to an area, this study focuses on the analysis of talents mobility mode in XP.(short for X Petroleum Administration Bureau), which sees manpower scarcity and severe brain drain, as well as a relatively closed human resources flow. By combining the data analysis and model construction, this paper is designed to find out a unique mode most adaptable to manpower management of state-owned enterprises, to revitalize the current human resources to achieve a maximum productivity economically by utilizing the advantages in the local human resources.Based on the analysis of composition of trained personnel in XP and talents mobility between major enterprises and enterprises with upper administrative orgy, we give a full description to the current situation and existing problems in XP to make out a system of talents mobility so as to encourage, select and employ trained personnel effectively, establishing a mode of talents mobility suitable for the development of state-owned enterprises.On the basis of an in-depth analysis of talents characteristics, this paper put forward a reform of operational mode of talents, revitalizing of existing human resources and improvement of utilization of talents to create a new...
