This paper starts from one key concept concerning mobility of talents who work in foreign trade companies. That means it plays an important role in the economic growth and social progress. First of all, talents from foreign trade companies are defined and mobility of talents has a great influence on the economy and society in Nanjing. For above reasons, a comprehensive index system of mobility has been constructed. AHP Model is applied to the data analysis combining questionnaires with expert interviews. Thus, a general law about mobility of talents who come from foreign trade companies in Nanjing is obtained. Evaluation about effects of personnel policies are mainly based on model of entropy with many attributes. Through vertical comparison between annual personnel policies, results of policies could be evaluated relatively. Besides, SMC Company has been taken as a typical example to testify the effect of personnel policies we have studied before. In the end, some suggestions are given in order to give guidance for talents to flow properly.
