It is the highly qualified and sophisticated talents that become one of the mostimportant resources to every enterprise. In order to promote the healthy and orderlyprogress of the personnel mobility and to keep the sustainable development in theschool-run enterprises, based on the research of the present situation of the team talentsand their personnel mobility, this thesis has analyzed the main characteristics and thecauses of the personnel mobility, put forward some concrete and effective measuresaccording to the combination of the theory with the actual condition of the team talents.Firstly, this thesis has clarified the definition and characteristics of the talents and thepersonnel mobility. Secondly, it has elaborated the importance of the personnel mobility.Thirdly, it has made a study of the present situation of the personnel mobility in thedifferent stages of the economic development from the different countries. What’s more,this thesis has analyzed the reasons and made a conclusion.This thesis has also summarized the characteristics of the personnel teams in theschool-run enterprises based on the current structure of the personnel, including age,educational background, professional title, working years, etc. It has also studied thepresent situation of the flow of personnel during last five years and has conductedquestionnaires of the tendency and the reason of the personnel mobility, especially withinthe recent five years, and made a conclusion about the causes of the personnel mobility inthe school-run enterprises and summed up the main factors which have great effect on theflow of the talents.In the end, this thesis has put forward some practical, normative and effectivemeasures which are suitable for the school-run enterprises through the successfulexperiences of retaining staff at home and abroad from the perspective of six basicfunction, attractiveness, recruitment, maintaining, development, evaluation andadjustment on the human resource management.
