With the rapid development of technology, the demand of customers tends to be variety and personality. To meet the current demand, outsourcing has been widely used in enterprises all over the world, as an effective strategy of cutting cost, increasing the competitive power and winning competitive advantages. Accordingly, how to make excellent outsourcing decision becomes a dream of enterprises and a question for discussion of specialists.Firstly, the paper is beginning on the basis of outsourcing background. It shows that the outsourcing stratagem is put forward by no accident, which is the outcome of society economic development. Next, it comments on the situation of outsourcing between domestic and overseas, and presents study purpose, significance, methods etc. Besides, the chapter of "enterprise outsourcing summarization" also discusses the mode, characteristic of outsourcing and mistake of understanding towards outsourcing in our country. Last, the chapter of "outsourcing's status in quo and risk analyze" focus on the risk of outsourcing which carried into execution. It emphasizes the key steps during the outsourcing process which should supervision and control. From what have been discussed above, it's mainly put forward a stabile and theoretical groundwork for the next chapters.Secondly, this paper constructs a decision-marking model which makes up of three sections: decision-marking target, decision-marking criterion and choose scheme. In this model, a criterion system is composed of feasibility criterion, acceptability criterion and reliability criterion. These criterions are introduced detailed.Finally, this paper gives a demonstration through the simulation of Tianjin HuaYuan software garden development limited company, which applies Analytic Hierarchy Process(AHP) as a tool that can effectively handle the complex, qualitative decision variables involved in outsourcing decision making. It gives us a satisfying result, emphasizing a self-contained method on the guidance of theoretical model.
