Transferring surplus labor in agriculture is an economic phenomenon in the process of industrialization, and a result of deepen, expand of social division of labor. Farmers' employment is a serous economic and social problem in the period of economic developing and industrial structure adjusting.Other than the developed countries, China, as a developing country in the process of its upgrade of industrial structure, is in the different environment. We must adjust our industrial structure to acclimatize the economic globalization with large numbers of agriculture surplus labor and urban unemployed people.This paper starts with the analysis on Chinese industry policy and industry structure alteration after the reform and opening, uses western development economics theory on labor transferring, through integrated usage of historical statistics and spot check data, analyses the historical reason for the formation of Chinese surplus labor in agriculture, summarizes the experience of transferring Chinese surplus labor in agriculture in this period, puts forward a series of existed issues during the process of transferring surplus labor in agriculture, and discusses the countermeasures of accelerating transferring Chinese surplus labor in agriculture. In order to overcome weak development in aquaculture, industry structure alteration, farmers' low diathesis, system's restrict and some other obstacles, this paper brings forward such effective measures as accelerating agricultural organization's innovation, developing labor-dense industry, system innovation and so on, so as to promote transferring surplus labor in agriculture.
