Prison enterprises task is responsible for the provision of workplace rehabilitation of offenders in prisons, labor means to correct the bad habits of offenders, to develop work habits, learn production skills, and to create conditions of employment after release.In the era of knowledge economy, training has become an organization for sustainable competitive advantage, improve core competitiveness, the most important means. In this paper, the concept of competence and theories on the current prison enterprises X grassroots management training system for research, aimed at improving the current grass-roots management of X prison enterprises relevance and effectiveness of personnel training, so that the grass-roots X prison enterprises management personnel greatly improved the quality to meet the current demands of the times and the prison enterprise security and stability and healthy development.In this paper, literature and questionnaire survey method in-depth study of the current prison enterprises in X grassroots management training situation, analyzes the main problems the training and competence theory and training in the use of the theory of analysis, the final combination of X prison enterprises grassroots management training in the actual proposed building a competency-based grass-roots level in X prison enterprises management personnel training system.
