Shanxi is one of the origins of the Chinese civilization; she has a long history and magnificent cultures. Da Tong is one of the 28 important historical and cultural cities of the whole country that the State Council announced in the first batch, it also is"the capital of coal"and a famous tourist city. If our city wants to promote the urban brand and develop economy, the construction of power plant plays an important role. However, while the total installed capacity is strengthened, the state with unreasonable structure is further shown, and the speed of electric technological progress is slower than the speed of the total installed capacity expansion, in addition, the operation cost is a principal contradiction which has caused the attention of the central and local governments. Take Da Tong power plant as an example, this plant has lower installed capacity and higher consume rate, which cause serious resources waste. In order to solve the problem, through the feasible analysis and research, the government determine to develop a batch of modernized unites with large-scale, high-efficient, energy-conservation, and environmental protection. Da Tong the second power plant and Da Tong Datang international Yungang limited company have established the foundation for technological progress and structural adjustment of the power industry of Da Tong.The economy of the development zone of Da Tong has increased fast since it established, and medicine companies become more and more important. But the supply of power is not centralized, and every company must deal with the power problem itself, so we have trouble in realizing the goal of energy conservation, consumption reduction, and environment protection. Under this situation, 2*60MW thermal power cogeneration project of the development zone of Da Tong has been constructed, which also is an important part of the energy development strategy of Da Tong. The mineral resources of our country are abundant, but the personal occupancy is relatively poor, so it is very urgent to save the energy. According to statistics, the raw coal used for power generation of the whole country is 1,140 million tons in 2006, accounts for half of the national total amount of consumption of coal, the sulfur dioxide discharged accounts for 54% of national total discharged volume. As to efficiency, the overall energy consumption of generating unites of our country is 60 grams / kilowatt hour higher than the international standard, through testing, if the coal consumption level of generating unites reaches 299 grams / kilowatt hour ---- Japan standard, only this can save 220 million tons of raw coal in 2006. In a word, saving energy and improving resources utilization must be put in the first place of economic construction.So in order to solve the energy problem of Shanxi, we should do the following things:Firstly, under the guidance of energy development plan and electric development plan, we should integrate resources, promote the progress of technology and optimize the structure of power, in order to utilize energy efficiently and fully.Secondly, the old power plant should be reconstructed because these old plants have rich technical level and management level, and play an important role in national economy.Thirdly, through competing in the market, optimizing the structure of power and applying advanced technology, we develop a batch of modernized unites with large-scale, high-efficient, energy-conservation, and environmental- protection. In addition, we should implement technological transformation and innovation firmly and rebuilt the thermodynamic system in order to make the discharge fit to the international standard.Fourthly, Strengthen management and improve the efficiency of management. Especially as to the use of funds of large-scale program, we should adhere to the operational mechanism in which the legal entity takes the responsibility. In addition, we should make great efforts to combine worker's traditional spirit with modern science technologicalinnovation, so as to optimize the factors and maximize social benefit and economic benefit.And then, fully utilize regenerated energy. Coal resources are the non-renewable resources, the total amount is limited, and the fast growth of the electric demand of coal has already influenced electric power development. So we should fully utilize regenerated resources, such as the water power, wind-force, solar energy, and biomass energy. If we can use this energy, not only can we reduce the consumption of coal efficiently, but also we can solve the problem that coal is non-renewable resources fundamentally. Moreover, we can realize electricity healthy, fast, sustainable development.Finally, we should do a good job of the newly-built power plant of development zone of Ta tong. If this plant is built up, it can supply the power to all enterprises in the zone, and the power is sufficient, reliable, qualified, and clean. The power plant's 2*60MW unites use gangue as raw material, which not merely save resources, but also strengthen pollution control and environmental protection. In addition, Da Tong is planning to set up a power plant which use rubbish as raw material.This project is so necessary that every city should pay much attention to it.If these projects can be come true as soon as possible,our city will become more and more clean,and more and more attractive.
