Port, the core strategic resource in the development of regional economy, has been becoming a kind of vital resource in many Chinese regions and areas to develop their economy. The strengthening of port transportation and economy will efficiently boost hinterland's economic development and openness outside, which includes the upgrading in regional industrial mix and shift from extensive economy to intensive one. The development of port always brings the city with great effect in industrial cluster. The port's enlarging benefit to the city's economy is mainly embodied in the aspect of its effect in industrial cluster. Port cluster is the conceptual application of industrial cluster.Owning to long coastal line of 18,000 kilometers and multitudinous ports in China, there is great potential for the development of port economy, which plays an important rule in a country's economic development. Port economy is a sort of newly-rising economic mode in Chinese coastal regions as a result of further reform and openness and unceasing and steady development in export and import trade. At present, a new round upsurge of port construction is springing up in China, which drives to develop a series industrial chain in the local area and the radiation regions, and just because of this radiation, "port cluster" effect comes into being. In China, there three port cluster: Ports at Zhujiang River, embodied by Hong Kong and Shenzhen; Ports at Yangtze Delta, represented by Shanghai; and Ports at Bohai Rim, stood for by Tianjin and Dalian. This paper aims at giving all-around explanation of the feasibility and necessary that how Tianjin can become the leading port at Bohai Rim depending on its predominance through discussing the corresponding documents and on the basis of observing the reality, and detailed analyzing the relative advantage of Tianjin to become the leading port.
