Along with the globalization and networked of manufacturing, product development project is not only localization in a single enterprise, but carry through enterprises unite-design, distributed and cooperative manufacture, product and assembly. Contains upstream and downstream enterprises manufacture collaboration and supply of the accessories on time. The Product Development Project Management Information System based on the supply chain circumstance can realize the information share among all participators effectively, enable high-level decision makers obtain information rapidly. Managers can control the implementation of R&D project dynamically time by time, and enhance the administration level of R&D projects.Firstly, the dissertation analyzed the characteristics, content and management process of product R&D project. The project management integration system was proposed in supply chain circumstance. And the framework of product R&D project management information system was put forward based on the three-layered management in supply chain circumstance. Secondly, researched the project scheduling problems, analyzed the WBS and activity group project breakdown methods. The multistage network planning techniques and roll wave planning method with the condition of activity time uncertainty in supply chain circumstance were brought forward. Thirdly, the paper explains project schedule control principles and methods, and the critical chain method was imported into project management in supply chain circumstance. Then the project integration control system model based on schedule, cost and quality was developed. Fourthly, project information shares problem in supply chain was analyzed. Then proposes the information communion model based on roles. The WBS coding system and its effect in R&D project information share in supply chain was analyzed. On the basis of that, the supply chain enterprise information system framework was set.Finally, applying the model of R&D project's combination of centralized scheduling and decentralized implement in supply chain, a framework of product R&D project management information system was given. By applying the proposed framework, a new plane R&D project management system of avigation enterprise based on Web is designed and verified. And realization of several critical problems was described as the examples to show the realization course of the system.
