Due to more attention to the development of new and high tech in today's world, electronic information industry as the major industry plays a significant role in improvement of economy and society in China. In spite of the use of the experience of other countries for reference in the most part of electronic industrial development and enhancement of industrial competition, China failures to form more complete theories and methods and particularly to form the systematic quantitative method of the impact on the industrial competition of technology in the process of development of electronic information industry.This article concludes and analyzes the impact of technology input on the enhancement of industrial competitive strength from the beginning of the science of information industry in Sichuan Province in the use of cybernetics that is the quantitative analysis disposed by establishing model in the use of grey associated degree method. Meanwhile, the author calculates the contribution ration of technology input to the development of information industry, analyzes and predicts the needs for technology and achieves at he merits and enlightenments of the grey control theory which is used in analyzing the needs of industrial development for technology.The main factors in the article are demonstrated as follows:(1) Introducing grey control theory and setting up the associated degree model of technology input and industrial development through applying the grey associated degree method in the grey control theory.(2) Quantitative analyzing contribution ratio of which technology input brings about industrial development, establishing the model of contribution ratio of technology input and predicting capital amount of technology input in the coming years.(3) Giving a predictive study to the composition of information industrial science and technology in Sichuan Province and analyzing the in fluence made by political and economic factors so as to offer quantitative theoretical foundation for technology input of information industrial development in Sichuan Province.
