Research On The Efficiency Of Technology Innovation Of High Technology Industry In Northwest Five Provinces

China's economic development since the transitional period,high technology industry growing role on economic growth and is an important force in the progress of science and technology in our country,and the technological innovation is a necessary condition for high technology industry can rapid development.Since implementing the western development strategy in our country,the five northwestern provinces economy overall has greatly improved,and from 2001 to 2016,the state vigorously support the development of the western region,increase capital investment,to the northwest region of the main business income accounted for the overall is still falling,high technology industry is difficult to better into the five northwestern provinces economic advantages may be the cause of the five northwestern provinces high technology industry technology innovation efficiency is not high,a comprehensive system to evaluate the five northwestern provinces high technology industry technology innovation efficiency,explore the development of efficient way,for the smooth implementation of western development much starker choices-and graver consequences-in planning has important significance.Based on the theory of technology innovation,the five northwestern provinces from 2001 to 2016 in high technology industry technology innovation efficiency.The main research idea of this paper is: first,using grey correlation analysis and data envelopment analysis(DEA)method,combining construction of input and output index system,selected the five input index and two output index,study the northwest five provinces from 2001 to 2016 in high technology industry overall efficiency of technological innovation,it is concluded that the integrated technology innovation efficiency,pure technical efficiency and scale efficiency,and then use DEA-CCR model to analyze the northwest five provinces of high-tech industrial innovation resource inputs and output configuration problems,based on this put forward to solve and improve the efficiency of the five northwestern provinces of high technology industry technology innovation policy Suggestions.In this paper we can get the following conclusion: the northwest five provinces found after analyzing the present situation and problems of high technology industry technology innovation,the five northwestern provinces from 2001 to 2016 in high technology industry resources input and output in general present a growth trend,but obvious gap compared with developed in east and central regions.Use DEA-BCC model evaluation from 2001 to 2016 years of technological innovation efficiency,it can be seen that the 14 years of technological innovation activities is not DEA efficient,namely the year did not reach the optimal state of remuneration;The use of DEA-CCR model for the five northwestern provinces of high-tech industrial innovation resource inputs and output configuration problem analysis found that the northwest five provinces of high technology industry technology innovation activities in there redundancy and waste phenomenon,innovation inputs are not used efficiently.According to the conclusions of this paper,the following policy Suggestions are put forward: first,increase the input of innovation resources and improve the efficiency of innovation resources;Second,to encourage high-tech industrial innovation by policy;Third,optimize the talent evaluation mechanism to stimulate the creativity of researchers;Fourth,we will build innovative institutions and platforms.
