In the increasingly fierce competition within the tobacco industry, to build an outstanding enterprise culture is doubtlessly the essential route for Yunnan cigarette enterprises group to enhance itself. Yunnan tobacco industry now is facing large-scale merger and reorganization. For the survival and development of the group, it is of vital importance to push a complete merger among different cigarette factories and to enhance comprehensively the core competitive capacity of them by enterprise culture.Through a study of the law of enterprise culture itself and an analysis of the status quo of the tobacco industry as well as the present situation of its enterprise culture building, in accordance with the requirements given, this dissertation took the editing of The Plan For Enterprise Culture Of Cigarette Enterprises Group as a starting point, trying to establish the enterprise culture building system which is centered on the "three systems", viz the theory system, the manipulation system, and the insurance system. Meanwhile, through the analysis of the combination of enterprise culture and enterprise management, the dissertation provided some suggestions for how can enterprise culture avoid superficiality and go deeply inside, really serving the various needs of enterprises. This dissertation especially offered some solutions possible for enterprise culture to be a measure for merger and management in the process of cigarette factories reorganizing into a group.
