| During a relatively long time, some issues have been existed in theprocess of rural public infrastructure project declaration, construction andmanagement, for instance, the villagers haven’t participated enough in the progressand the use of funds was not efficient. In order to accelerate the establishment of ruralpublic infrastructure construction, to manage the new mechanism, to ensure thedominant position of the participation of the villagers in the rural public infrastructuremanagement, to transform the government’s management in construction of the ruralpublic infrastructure project to the pattern of villagers self-building, the municipalgovernment decide to carry out the experimental work of villagers self-builtinfrastructure in Chengdu city.The Small-scale infrastructure project built by villagers are characterized by thefacts that the scale is quite small, distribution is scattered, etc. The professionalmethods of surveying, mapping and cograph could not be applied in the establishmentand management of the program. However, the village-level manager will be helpful,because they can help to input, edit the project space position online and manage theproject into the project librarian. This study used the WebGIS platform, make use ofthe interactive, easy to deploy, cross-platform characters of the rich client technologyto design the online edit system.This research mainly adopts the online editing tool provided by the ArcGIS APIfor Flex, establishes the function for building, rebuilding and expansion and solves themain five problems: elements selection, elements truncation, elements substitution,operating constraints, page view and efficiency. Also, this research completes thefunction of surface data and select, add, move, delete, redrawn, edit, truncation,replacement, etc... At the same time, the research uses the rich client technology to solve the problem of large visits on the system, to enhance the data interaction andprocessing ability and reusability of data, and also to reduce the load of computer. |
