Many enterprises actively explored,applied, and spent a lot of energy on performance appraisal,which is an important methods and tools of human resource management. However, it is the minority that achieve the goal of enterprise development, which is set expectedly, after applying performance appraisal management. There are still some companies eventually just got the formality instead of putting into use in a practice way. The reason mainly is that our comprehension is so one-sided or not systemic, even some misunderstandings that the valuable work can not meet our expectations. Therefore, how to improve and strengthen the performance appraisal work is becoming a significant topic for many enterprise, who want to develop steadily. This article embarks from the performance theory research, introduces the basic situation and personnel structure of the H cigarette factories, presents current situation before improvement and its existing problems,meanwhile analyzes reasons that cause such problems, puts forward some methods to improve the design of performance appraisal system, including: principle of performance appraisal system design, design improvements of performance evaluation index system, the determined results and application of performance appraisal, etc. and finally from the employee training, mobilizing the publicity, attracting highly attention of high-level managers, strengthening communication to establish effective communication channels, making necessary adjustment in applying, according to the actual situation, the author discusses supporting measures of H cigarette factories, hoping to promote overall management after improving performance evaluation system, which will play a supporting role in whole strategic development.
