Circular Economy Under The Pre-project Planning And Decision-making

The world economics development, has created the rich material wealth day by day. simultaneously, the traditional economic linearity growth pattern also caused the resources dried up,the environment worsen,the ecology changed, has threatened humanity's survival and the development, the various countries people have already realized the problem gravity, taken the sustainable development as the highest strategy, positively explored the new economic growth pattern, the circulation economy was produced under such background, and obtained the very good development. Circulation economy idea requests to rethink the traditional economy and the society development pattern,unceasingly innovate, realizes the economical,social and the environment sustainable development.the main research of this article is the changing and the development of the project management domain under the circulation economy, especially studied the project earlier period plan and the decision-making under the circulation economy. Firstly, introduced one scientific method to plan the project in detail - Objective Oriented Project Planning method under the circulation economy, afterwards , elaborated core process of the Objective Oriented Project Planning method, and demonstrated this method's practical application by the case study. This paper's another research object is the project policy-making research after has designed the project using Objective Oriented Project Planning method. two parts is the most important content in the project earlier period work ,ln the project policy-making research process, especially introduced the project decision-making core content and the method -project feasibility study under the circulation economy, this part mainly takes circulation economy idea as the instruction, systematically studied the content and the method improvement of the feasibility study under the new situation.
