Research On Multi-Objective Decision Making Of Stadium PPP Project Based On System View

The decisions of Public Private Partnership(PPP)project are based on value elements and fact elements.The cooperation between the government and the social capital in stadium constitutes a complex and dynamic system,and it's also a complex system of scientific research.The National stadium as a symbol,stadium PPP project was successfully operated in our country in 2008.But,Public sector and private sector reached an agreement to convert the concession of social capital into permanent equity in 2009,it means the ends up of the PPP model in the National Stadium.The specific problems of multi-objective decision making in PPP stadium project are multiple decision-making subjects and multiple goals.The government goal is to improve government performance,the social capital focuses on pursuing maximize profits,the public goal is public satisfaction.These goals are conflicting and coordinated.The key to the success of PPP project and achieve the value of partnership is to take scientific decision-making measures to make the target achieve a balanced state.In this paper,based on system theory,exploring the multi-objective decision making of PPP stadium project is theoretical and practical.The major work is as follows:First,determine the base point and the scope of study by analyzing the basic concept of PPP stadium project.The theoretical basis of this research includes: the stakeholder theory,system theory and multi-objective decision theory.Then,through the analysis of the multi-objective decision-making system of the stadium PPP project,it provides the variable basis for the construction of the multi-objective decision-making model of the stadium PPP project.Finally,Based on the above work,the multi-objective decision making model of PPP project in sports stadium is established and the empirical research is carried out.Main conclusions are as follows:(1)The reason for the multi-objective decision making problem of stadium PPP project is the difference of the decision making goalcaused by the disagreement of the interests of the stakeholders.The starting point of the multi-objective decision-making of the stadium PPP project is the partnership between public sector and private sector.The core stakeholders of the stadium PPP project are public,social capital and government.The multi-objective decision making system of the staduim PPP project includes three basic subsystems: the partnership system,the project composition system and the PPP stadium system.The goal of the system consists of the overall goal and the sub-target,and these goals interact with each other.(2)The multi-objective decision making model of the stadium PPP Project is composed of the decision making principle,the objective function,the key index system,decision making method and decision making program.(3)This paper makes an empirical study on the PPP project of the National Stadium,the multi-objective decision making of the choice of price and the concession period shows the usability of the model in practice.Some suggestion is made after the conclusio which has certain practical value for the multi-objected decision making of stadium PPP project.
