China economy has been developing at a high speed since 21st century, which causes strong demand for steel in the market. Steel manufacturing capacity of China is increasing rapidly. In early 2004, the case of Jiangsu Tieben was investigated into and the relatives were dealt with. As a sign, the central government began to interfere in economy and strengthened macro-control. Private-owned steel enterprises were prime objects regulated. It was very important to craft an operative strategy for private-owned steel enterprises facing such severe competitive environment. This article, as a reference for Jianlong Iron & Steel Group and other private-owned steel enterprises, took example for Jianlong Iron & Steel Group to analyze choices and execution of strategy under present conditions.According to the classical strategic management theory, this article analyzed deeply the external environment of Jianlong Group from industry environments, competitive frameworks respectively. Then opportunities and threats were detected. Meanwhile Jianlong's resources were illustrated including tangible and intangible resources. It also analyzed Jianlong's abilities seriatim along the steel industry's value chain. Thus strengths and weaknesses of its own were found.Basing on the analysis for external and internal environments of Jianlong Iron & Steel Group, it sketched out a vision for Jianlong, being a pioneer in Chinese steel industry and striding towards the first-class steel companies of the world. The core value of the enterprise consisted of honest & creditable, regular, innovative, efficient and win-win working behaviors. Jianlong's aims in the next 5 years were that until 2012, the outputs of iron, steel billets and rolled steel would all exceed 10 million MT, the gross sale and the net profit would reach 60 billion and 4 billion yuan respectively, and a managing pattern with Jianlong's characteristics would be founded. We crafted three strategies to accomplish these aims. They were the varieties strategy, the resources strategy and the top-rank management strategy. In addition, this thesis proposed comparatively systematic enforceable measures to execute the strategies.
